Floral Off-Shoulder Romper with Removable Belt Tie

Only been worn once. It’s a strapless off the shoulder romper with a removable/optional tie belt. It has been washed, but the inside armpit area has white residue (shown in photos). Material: Self: 100% polyester, lining: 100% rayon.
