What material is this? Is it like the windbreaker when you walk you sound like you’re about to strike a match or fleece where it’s no noise?

They are fabric - they make a very slight fabric noise, they do not make the swooshy swooshy loud noise that some tracksuits make that are made of that lightweight windbreaker type material.
