Starry light-up battery-powered twinkle skirt by ThinkGeek. Waistband is 30" unstretched to a max of 38" fully extended. Skirt is composed of 3 gauzy layers: a white lining, the middle layer with attached string lights (see photo), and the exterior blue starry layer. The lights can be fully detached for washing. Requires 3 AA batteries (included, brand-new) to twinkle. 2 settings - 'on' and 'twinkle' (see video - flickering is just the camera, not the lights; they change at a steady pace). Beautiful and fun to wear! Great for costumes or concerts.
