@kwaeger I would say probably a size 2 or 3 for this dress. The person wearing it in the photo is a preteen who wears that size in other clothes. It has a tie back, which may allow it to be pulled tighter if needed. Check out the measurements though - that’s going to be the most accurate way to tell if it fits.
