This dress is straight out of 1992, and it has the (removeable) shoulder pads to prove it. It is a cream floral dress, with the original price tags, and with the original belt. You can slice off the beltloops if the belt isn't really your thing, or leave them on if it is. This dress is in excellent vintage condition.
