Hi there! Can you give a measurement at the waistband? Also, is any part of the skirt velvet (I can’t stand the feel of that texture)?

hi! when the elastic is stretched out it's almost 26" but relaxed it's at 19. the very bottom of the skirt isn't velvet but a faux fur and it's very soft:)
