Hi :) The dolls are not strung on elastic but on an articulated plastic "skeleton" made of many interlocking plastic "beads". It's meant to be highly flexible and posable, but its not meant to be loose at the neck or any other joints.

Loose neck joints are somewhat common in these dolls, as the glue that joins the neck plates does age and loose its connection. It's fixable, but not "intentional to the design". I'm sorry if someone misinformed you on that

The neck, being attached to the flexible armature/skeleton, of course can be posed in a tilt or upright as you choose, provided it's attached to the neck plates properly. A persistent tilt that can't be straightened is not, again, part of the design
