Multicolor ribbon and velvet convertible crossbody/clutch

This bag is pretty and unique and in great condition. It is convertible from a clutch to a crossbody. The bright pieces of ribbon are woven under and over a very soft black velvet/velour. I can’t find a brand tag, but I’ve seen almost identical ones made by Whiting & Davis, so I assume that’s who this is by.
