This is a vintage House of Lloyd "Twirl Top Toy Shop Musical" from the "Christmas Around the World" collection, released in 1994. This musical top plays the tune "It's a Small World". It features an animated scene with a ballerina, a rocking horse, a jack-in-the-box, and a train that moves around inside the dome. Works perfectly. Well taken care of. Original box included.
