Brand new swirl design, mini dress

This is brand new with or without tags. I cannot recall, selling this for a friend. She said that she didn’t like the design. She didn’t like that it on her apparently it was a gift, so just trying to pass this along and gain some extra cash this is still a brand new condition because it was never worn.
