This is a vintage Mattel M.U.S.C.L.E. figure #102, known as Mapman, in the flesh color variant. It is part of the popular M.U.S.C.L.E. (Millions of Unusual Small Creatures Lurking Everywhere) toy line from the 1980s, which were monochromatic PVC wrestling figures. The figures were based on characters from the Japanese Kinnikuman manga and anime series, where this character is known as "Map Man". The figure is approximately 2 inches tall.
