I found this bag at a Vintage Store in Albany Georgia . I could not find any information about it so I emailed the Vintage Purse Museum. This is what they told me:
A few years ago, someone posted a pic of a Scaasi for Meyers bag in a vintage purse share group that I admin. So I looked in the newspaper archives and found this matching ad from 1969. You can see that the serpent-like creature is similar to the fish ornaments on your bag. I also found newspaper advertisements for Aaron's Fine Footwear in Georgia from the 1960s-1970s, so that would fit in with the era of your bag, although Aaron's may have lasted longer than the time frame of those ads. I wish I could help you with the actual maker, but a lot of bag manufacturers of the era also wholesaled their products, which means the retail companies that purchased them for resale would put their own labels in them rather than a maker label. I think I found the source of the R R button. I attached a screenshot of the mark with its patent number (unless yours is a different mark). I looked it up and it's a US patent by a Japanese inventor, first filed in 1983, although it could've been used earlier. That said, your bag may be more recent than 1969-1970, based on that magnet clasp, if it's the same RR logo.
