It appears it was possibly hemmed at some point and lace added underneath. See pictures. Not sure the exact dating, but the inside tag is very old, papery, and not modern. I would guess it's 70s based on that and style/material. My items are carefully examined, measured, photographed, and stored in a smoke free environment.
