The length seems really short, at 24". Looks more like 28" Is that from shoulder to hem?

@cocobuttercups - I just checked again and shoulder to bottom of jacket with elastic waste is 24” 🙂 - it has loops - like it was supposed to be worn with a tie or belt but I don’t have any belt with it.
