The skirt has an elastic waist.  Measurements taken laid flat :  BLAZER  Pit to pit : 21.5’’ Waist : 21.5’’ Hips : 21.5 ‘’ Pit to hem : 14’’ SKIRT Waist : 17.5 ‘’ (has a stretchy band) Hips : 22’’ Waist to hem : 24’’ REFUND POLICY :  Refunds are accepted, as long as the item is shipped back, within 3 days of the Canada Post delivering a notice.
