90s Flutter Sleeve Lace Up Collared Top Whimsigoth

Vintage late 1990s or early 2000s. Brand is Level Nine. The material is semi-sheer and has a burn-out style texture. There is a 2nd black opaque layer in the front so only the back and sleeves are semi-sheer. No material tag but it's a synthetic with stretch to it. Collared top with a sweet criss-cross lace up detail with brass eyelets. The bottom edge and sleeves have a wavy lettuce hem. The sleeves are open from the shoulder and tie up towards the elbow creating a bell sleeve effect. Very fluttery, feminine, and witchy! Slightly cropped style that hits just past the natural waist for me. Excellent vintage condition. No visible flaws. No size tag but would best fit size small to medium.
