@mscynthiaanne hi Cindy - my apologies for the late reply! I’m not 100% sure about the material as I cut the tag out when I first bought them as the tag was itching inside the waistband, however it is a heavier sort of material with a very fine knit. 18 inches is the width of the pants laid flat (the diameter) - the circumference of the waist however is 37 inches, the inseam is 29.5 inches, and the circumference of the hips is approx. 46 inches.
