Absolutely GORGEOUS swimsuit coverup or Dress?? L

NWOT This is stunning, I bought it at a boutique in boutique in France thinking I might use it, but did not. The pictures do not do it justice. Measures 40" long with layers of sheer including the arms. It has a fabulous stretch, it is so beautiful I could see it being worn as a dress, but it was marketed as "swim-wear".
