Antique Victorian Scottish Celtic Buckled Strap Silver Gemstone Brooch

This is a very rare piece that appears to be from Scotland in the late 1800s. It's not stamped with a maker's mark or a 925, but matches brooches I've found online. My research shows this was not uncommon for Scottish jewelry from this time period. Please see the screenshots for my research. The stones appear to be a combination of agate, jasper and others. It's missing one of the pearls, and has minor wear throughout.
