Antique plastic dog brooch Toto? pin marked JAPAN C clasp vintage creepy retro

This very old dog brooch feels like some sort of plastic. Probably 1940s celluloid or bakelite maybe? It's very old and the worn & weirdly messed up painted eyes always gave it a creep factor in my opinion, still cute though I think it's a schnauzer? Maybe Toto from the wizard of oz? It's blue and black and badly painted/colored. It seems to have a red bow with white polka dots.
