Baltic Born 'Victoria' Off the Shoulder Maxi Dress

This maxi dress can be worn on or off shoulder and features a ruffle around the neckline and shoulders. The waist has a tie with tassles (part of the tie is kind of scuffed as you can see in the photo). The skirt has a thigh high slit and though the sheer overlay is maxi, the lining is mini skirt length.
