I have added a pic - its 15.5 ish at the middle band. this is muslin or similar lined w the sheer beaded overtop - no stretch. thanks!!

@retroisvintage sorry - no - there's no extra material in the seams. It is two separate layers of material - the sheer piece wouldn't be alterable.
