vintageglamr @ibiona Hi, sorry for the delay. The waist laying flat is 19" and the total length is 29" There is no actual elastic in the waist band but the fabric is soft and stretchy. The band at the waist is 5" wide and the skirt is 24". It is a super comfy skirt! Happy New Year!!
