Black Chelsea Rain boots From Japan

Black Chelsea style rain boots bought in Japan. Only lightly used as they were a bit too small for me. Japanese size L, roughly a size 7. I wear a 7.5 and can get these on my feet but they are tight. Stretch evident on outside of elastic of both boots. Pictured the side with more ruffling.
