Black Dress with tie

New with tags and never worn. Purchased from The Skinny in Edmonton. Tag says medium but fits like a small. This is a shorter dress and has functional buttons and a tie around the waist. Could be worn open with the buttons undone. Definitely would need to wear tights or shorts underneath as it is on the shorter side.
