Black Vintage Lace Pants

I bought these in a vintage shop in Toronto, no idea where they could be from. They’re made in the USA, seems like they could be from the 80s? Elastic waistband so they can fit many sizes, but they’re listed as a small. Some strings hanging from the bottom of the pant leg but it can be fixed.
