Black tulip skirt (bottom half sheer)

Is there anything more beautiful & classic then a tulip skirt!? This skirt has a solid black liner on the top half and then the bottom half of the skirt is sheer for a little fun. There is a single loop for a thin belt (if you choose to wear one) but it does not come with one. Waist is elastic Size medium Only worn once Waist widest 14 inches Tulip width 21 inches
