Blue Waistcoat

Got this second-hand years ago. It is charming but unfortunately, it never fits very well. The waist is smaller with a bigger bust ratio than I have. It has just been chilling in my closet and I would like it to go to someone it fits better. It's dark blue with black lace trim. I have included a picture of the tag but I could not read it properly. There is a side tage that says 12 but I do not feel that it is accurate. Maddie's ( yes I named the mannequin) measurements are about 34 bust, 27 waist. to give a size reference.
