Blue and White polka dot dress from H&M size 4

GUC blue and white polka dot patterned button down dress from H&M. Size 4 but fits small. See measurements. Fabric is soft but not stretchy. This dress has pockets! Length from top shoulder seam to bottom of dress at front: 32 inches Around the waist measurement: 27 inches Around the bust measurement: 32 inches Adjustable tie at waist, one of the thin belt loops is broken (see photo). Does not affect function of the tie around the waist. Slight pulling at seams near the side of front of dress and fabric is faded a bit at the seam here (see photo). Seams still intact. Extra button still attached to the tag.
