Blue knee length dress with ruffles

I'm unsure of the brand name as I cut the tag out due to itching. This dress is very flattering and has stretchy material so it's very comfortable. There are 2 small spots where the outer stitching has come loose by the waist line but it doesn't affect wearing it and could be fixed easily. I have worn it like this several times and it doesn't show. Otherwise the dress is in good condition. Size small but fits medium.
