Blue striped Maxi dress - floor length

Bought years ago and it was always too long. (I'm 5'1"). Fully polyester construction. *Similar to dress posted, but full length. It's marked Medium but I think it would fit more like a small. The approximate measurements are: waist 15.5", shoulder to waist 15.5", skirt length 39", full length 54"
