Blue victorian hand blown pitcher with applied handle and enamel paint leaf desi

Slight glow under black light on base, handle, and fluted edge. Gorgeous hand blown antique blue pitcher. Nice ruffled lip and applied handle. White and gold enable hand painting in what looks like an ivy leaf pattern. Pontil scar on bottom. One chip on the lip (see photos). Some rough spots where the upper handle meets the pitcher.
