Blue/Gray Smocked Dress

Chic blue/gray dress with smocked detailing. Features short sleeves with tie accents. New without tags but has fading on shoulders. I have tried to show the fading… I believe this was on a mannequin in a window at one time. The dress is gorgeous with the really beautiful smocking. It has pockets!
