Bright Pink Footless Tights Leggings Size Large NEW NWT

I assume that the "L" sticker at the back is the size I am putting them in the "Leggings" category but I am not sure if these are meant to be worn alone ur under a dreess or skirt. These are brand new in their original packaging.
