2 items gets $9.99 shipping ($15 minimum) 3 items gets $6.99 shipping ($25 minimum) 4+ items gets free shipping ($40 minimum for free shipping) Free add-ons are excluded in the item count for shipping discount. If you are only getting 4 items marked 4/$30, it's $30 and $6.99 shipping and 3 items marked 4/$30 is $23 @ $9.99 shipping.
