New without tags. My daughter outgrew it before she got to wear it. The measurement across the bust and waist is 12", and although it has stretch, the elastic is very strong. It's sized as an XS or 2-4, but is on the smaller side. The top is extremely well made with high quality silky fabric. This tank will never stretch out of shape or get pilly.
