New without tags. My daughter outgrew it before she got to wear it. The measurement across the bust and waist is 12", and although it has stretch, the elastic is very strong. It's sized as an XS or 4-6 but fits closer to an XXS or 2-4 which is why I'm listing it under that size. The top is extremely well made with high quality silky fabric. This tank will never stretch out of shape or get pilly. There is also a good sized shelf bra inside with a wide elastic band which won't roll up or dig in. Best of all, it's leopard!
