Charmode 1960s Cherry Red Nylon Lingerie Slip Dress Vintage Lingerie Size Small

This is a vintage Charmode Sears Roebuck Co cherry red nylon slip dress. It's labelled as a 38 short. I don't know what that means. Does that mean the bust stretches to a 38? I have no idea. I'm not trying to be coy - I really don't know. I know a decent amount about vintage, but mostly vintage late 1980s; 1990s and Y2K. I have a feeling this dress is well before that era. I feel like this is probably from the 1960s or 1970s at the latest, but I can't seem to figure it out. Information is welcome.
