Chris and carol boho wrap skirt

Like new waist laid flat is around 15 or 15.5 inches. It is a wrap skirt but there is a button closure, then two long sashes to tie around waist. The waist measurement is taken with the button closed. I don’t believe this would fit larger than this since you need a certain amount of overlap with this style of skirt. Tag says L but I feel this runs a bit small.
