hey! It depends on how you want them to fit, they would fit looser and more oversized on a 24, and would fit a 25 more fitted.

I've been both a 24 and a 25 ( now 26) They fit and looked good at both sizes, like I said just depends on the look your going for. In general I find often people like to go down a size , unless your going for an oversized look.
