This an excellent condition asymmetrical skirt with a hem detail and a zipper at the side. It is a cottony material and so it won’t be stiff, nor too flowy. The detail on the hem is sewn down, so the skirt doesn’t open that high.

@pan333 I’m not sure. The waist at its most narrow is exactly 14 1/2 inches across. The waist itself is not stretchy but the fabric is.
