@meganseymour468 Hello, thanks for your interest. The waist lying flat measures 16 “ and is elasticized. The material is48% viscose, 44% polyester and 8% spandex. It’s not shiny at all, fall nicely and holds its shape. Hope that helps. Happy New Year!
