It flares out so nicely that it makes the waist look smaller. It is high waisted and hits about knee length. The waist measurement is 12 inches across but it’s incredibly stretchy. My waist is about 29 inches and I can easily fit into this without it feeling tight. The texture is interesting and comfortable. The fabric is soft and it’s thick so you don’t need any slip or liner. I don’t have many places to wear this too anymore so I’m letting it go. Condition is like new even though it’s been worn many times and is probably about 10 years old. Comes from a pet friendly home.
