@martinbird Laid flat, the skirt measures appx 14 1/2" across the top and 16 3/4" at the widest point. Length at center front is 16 3/4". The fabric does stretch - 95% polyester, 5% spandex.
I wear a size 26 jean and it fits me comfortably, sitting just below the belly button.
