kristenstri @natalie8000 hi! Laid flat the dress is about 40 inches, but keep in mind it can be scrunched up at the front with the tie and made shorter. The waist is hard to measure flat because it’s meant to stretch out with your body, and because of the gathering down the middle, the flat measurement isn’t accurate to size. I will say I wore this when I was a true 2 and believe it will fit a 0-2 best! I hope this helps! 🤞🏼🫶🏻
