Forever 21 dark red maxi dress strapless ruffle lace overlay boho small

Can be dressed up or down. I wore this a few times but it doesn't fit anymore. Great condition minus small part of elastic waist is twisted (see picture). Pretty lace overlay. Elastic along chest and to waist. Some stretch to fabric. Fabric tag removed but this is either rayon or viscose. 13.5" armpit to armpit (elastic) 11.5" across elastic waist 54" entire length
