Formal dress nwt

NWT. ink blue, long chiffon v neck dress. I had a seamstress add the bling at waist. half sleeve. fully lined. I also had a seamstress stitch the sides about 1/2 inch on each side. it was not cut & stitches can be pulled out. never even wore it. very flattering & comfortable.
