Franc - Fit and Flare Tank Dress

Very cute summer fit and flare dress. Comfortable cotton, high waistline, perfect for twirling and POCKETS, need I say more? Took off the tag as it was a size exchange and I assumed it would fit. Tried on once, fit was still a bit too big for my liking.
