vinoti @shadowbellb please see the photo of the materials tag - it is cotton coated with pu. it's a true size 10. waistband across is 15" laid flat, about 19" across at the hip area. it will stretch somewhat. example, it fits me well, is even a little big, and my hips are 38" around.
