retrobree @emmona Armpit to armpit is 17 inches laid flat plus stretch and some gathering at the bust, so could absolutely fit 18 inches (flat, equivalent to 36 inch bust). It is empire waisted, the ruffle waist hits just below my bust and I am 5 ft 2. Hope this helps, let me know if you need anything else! 😊
